4.13.0-0.rc0.git3.1.fc27.x86_64 is available

I'm not certain what kernels like 4.13.0-0.rc0.git3.1.fc27.x86_64 mean. Are the rc0 release just renaming the current buit 4.12 is the new stable release on kernel.org - there are not yet 4.13 build posted there.

If somebody could speak to this I would appreciate it.

the clue is the term git after it. it's a very early development stage pre-release kernel built from git source code.
