List of "binary firmware" allowed in Fedora

It mentions here that "binary firmware is the only exception" to the rule that proprietary software is not included in Fedora.

I don't expect anyone here to have one, but I am looking for advice as to who/where I should ask about a list of all such included firmware. Also, my understanding of "firmware" is that it refers to software that is flashed to a device, and not simply an in memory driver. Is this correct?

Test or Devel mailing list might be a good place to start. Folks involved in QA/Infrastructure will probably be your best bets.

At least, that would be my guess.
